Urban redevelopment of the Basso Cambo commercial site in Toulouse

Immobilier group Casino then Tikehau, Primonial then Magellim, Ville et Métropole de Toulouse, Bouygues Immobilier – 2020 - 2026

The Métropole de Toulouse, the City of Toulouse, the owners of the Basso Cambo shopping center, Immobilière Groupe Casino, Tikehau Real Estate, Magellim, and the Bouygues Immobilier, Sporting Promotion and Greencity Immobilier operator consortium, signed on February 25th the protocol that is intended to enable the complete transformation of the Basso Cambo shopping center into a new mixed-use urban district. This transformation is accompanied by the simultaneous valorization of land located within the NPRNU de la Reynerie so that the momentum unleashed on the shopping center can fully benefit the neighborhood by immediately renewing the urban fabric immediately adjacent to it.

The project includes the complete demolition of the shopping center in order to transform it into a 72,000 m² SDP program comprising approximately 720 residential units, a supermarket, local businesses, and a leisure center. In support of this dynamic, up to 21,000 m² of SDP will be redeveloped within the NPRNU de la Reynerie, comprising 300 residential units spread across five islands.

The signing of this protocol concretizes an ambitious project driven by the community and the owners of the commercial site, to which EPPC has actively contributed by intervening since 2020, as a private owner's council, to:

 • Stabilizing a real estate program that can lead to an agreement between the parties and its economic model,
 • Propose and define the terms of the simultaneous development of a project within the scope of the NPRNU,
 • Structuring the call for operators projects in collaboration with the services of the Metropolitan Area of Toulouse

Restructuring and extension of the Fontvieille shopping center in Monaco
State of Monaco – 2025 – 2026

Restructuration extension du centre commercial Fontvieille à Monaco
Etat de Monaco – 2025 – 2026

EPPC has been intervening since January 2025 on behalf of the State of Monaco to stabilize the restructuring program of the Fontvieille shopping center.

This state-owned property in Monaco must undergo a profound renovation by 2030 to renew its commercial offering with a completely renovated Carrefour hypermarket, an expanded shopping offer, and enhanced services and leisure options for users and visitors (pendentists, residents of Monaco, tourist clientele). The project, designed to respect the commercial balances across the Principality, must be carried out in compliance with international environmental certifications.

Bobigny Cœur de Ville
Unibail Rodamco Westfiel, Auchan France, La Française, Ville de Bobigny, Altarea Cogedim – Major projects – 2013-2020

Bobigny Cœur de Ville
Unibail Rodamco Westfiel, Auchan France, La Française, Ville de Bobigny, Altarea Cogedim Grands projets – 2013-2020

In 2013, EPPC, in partnership with AME, at the request of the Co-ownership of the Bobigny 2 shopping center (25,000 m²), intervened to bring the co-owners together around a common strategy for the redevelopment of the site, structure an operational partnership, finalize the study of operational redevelopment scenarios and direct complementary studies (market studies, financial analysis).

In 2015, the co-owners agreed to study a resale scenario for the property as it stands, with a view to transforming it into a mixed-use downtown neighborhood.

EPPC was tasked with preparing and conducting the selection and negotiation phases of the applications and purchase offers, and drafting a detailed agreement protocol with the winner. This was signed at the end of 2016 with Altarea Cogedim Grands Projets.

After more than 6 months of additional investigations coordinated by EPPC, the sales agreements were concluded in mid-2017 between the co-owners and the private operator for the construction of a program of more than 1,170 housing units, 13,160 m² of commercial and cinema space, 10,500 m² of office and administrative space, and 950 parking spaces in place of the current shopping center previously demolished. The project is accompanied by the conclusion of a partnership urban project agreement (PUP) with Territoire Est Ensemble and the Commune of Bobigny, whereby the operator contributes to the public infrastructure (roads, school group) made necessary by the implementation of the project.

In July 2017, EPPC was entrusted with the task of coordinating the project’s monitoring committee, in particular in charge of negotiating with the occupants, coordinating the project with neighboring programs (T1 extension, construction of Line 15 Est Grand Paris Express), and lifting the suspensive conditions of the sale, which took place in July 2020. The project’s completion will take place between 2020 and 2025.

This operation, exceptional in its scope, complexity and ambition, illustrates the ability to mobilize, within the framework of a partnership between the public authorities and private operators, private capital and engineering expertise for the redevelopment of degraded urban sectors.
