Redevelopment of the Bobigny 2 shopping center into a mixed urban center program

Redéveloppement du Centre commercial Bobigny 2 en programme urbain mixte de centre ville

EPPC, in association with the engineering firm AME, has advised the co-ownership of the Bobigny 2 shopping center (Unibail Rodamco, La Française AM, Auchan France and the City of Bobigny) since 2014 in defining a mixed-use program for enhancing the commercial site (25,000 m² GLA) and incorporating it into a comprehensive project to transform the city center of Bobigny.

At the request of the condominium, EPPC intervened as of mid-2015 in order to

  • structure a consultation with operators – investors for the overall acquisition of the site and its valorization as a mixed-use project with a residential focus,
  • develop and negotiate partnership agreements,
  • analyse the offers produced in terms of programming and financing.

Three groups were interviewed in 2016 (Altarea Cogedim, Linkcity Icade, Sogeprom Kaufman & Broad).

Following a selection process, Altarea Cogedim Grands Projets was declared the winner by the co-ownership and an agreement protocol was signed on 14/11/2016 with the investment operator, allowing the launch of the operational studies. These studies will be supervised by a monitoring committee, coordinated by EPPC, in order to guarantee the co-owners the conclusion of sales promises and the lifting of their suspensive conditions as soon as possible.

Altarea Cogedim, supported by the TVK agency, urban planning consultant, will carry out the entire project and will conclude a PUP agreement with the City of Bobigny and the Territoire Est Ensemble in order to participate in the public infrastructure made necessary by the implementation of the project.

The project, carried out in two phases, will include approximately 13,000 m² of retail space and cinema, 1,170 family housing units and a service residence, 10,500 m² of office space, served by new public spaces and located in the immediate vicinity of the stations of the 5th metro line, the 1st tramway line and the future Grand Paris Express station of the 15th line.

This operation is exemplary in several respects:

  • it demonstrates the ability to overcome the obstacles to the redevelopment of a commercial site in serious difficulty by seeking dense, mixed-use and residential-oriented real estate developments,
  • it illustrates the necessary establishment of operational partnerships involving public and private operators to realize complex valorization projects,
  • it constitutes a reference operation for EPPC in the direction of projects, mediation between public and private actors, co-owners and candidates, analysis of programmatic and financial offers, and negotiation of operational agreements.
