Municipal baths in Strasbourg
SPL des Deux Rives – Eurométropole de Strasbourg 2015-2017

Bains municipaux de Strasbourg<br> SPL des Deux Rives – Eurométropole de Strasbourg 2015-2017

In 2015, EPPC, in association with Mi2S, M2S and JLL, intervened at the request of EuroMétropole de Strasbourg and the SPL des Deux Rives to study the renovation of the Municipal Baths of Strasbourg, a remarkable historical building built in 1905 dedicated to bathing and health care.

EPPC carried out an in-depth study (program, detailed development costs, expected value creation, potential stakeholders) of 4 alternative development scenarios for activities (hotel, healthcare facility, housing, recreational activity) complementary to maintaining the activity of the baths after renovation.

Following arbitration by the elected officials in Strasbourg, the scenario for consolidating the aqualudic activity was further developed by EPPC: details of the business plan in terms of investment and operation, an estimate of external financing needs and a model of their funding modalities (subsidies, sponsorship), as well as the legal modalities for carrying out the renovation works (design-build contract with clauses for subsequent operation).

The broad outlines of the investment program for the Bains municipaux project were validated by the Strasbourg Eurometropole in mid-2016 and implemented during the tender process organized at the end of 2018. The renovation project was completed in October 2021.
